Christopher Blake Carver isn’t simply navigating change—he’s igniting it. With three decades of transformative leadership under his belt, Christopher stands as a visionary leader at the forefront of critical public safety innovation. Currently the director of market development at Hexagon Safety, Infrastructure, & Geospatial, and president and executive director of the International Critical Control Rooms Alliance (ICCRA), North American Chapter, he is reshaping the landscape of emergency response and public safety operations globally.

Christopher’s career is marked by an unwavering commitment to making the impossible achievable. With a unique ability to identify opportunities and harness an organization or individual's hidden strengths, he has repeatedly inspired individuals and teams to transcend their own expectations.
For Hexagon, Christopher has advocated for the evolution to next-generation 9-1-1 technology and AI in public safety. He has served as a mentor to new employees and as a host of Hexagon webinars and vodcasts. He has also continued to share his vision externally, authoring numerous articles and blogs and presenting at nearly one hundred industry events worldwide. Christopher continues to bridge the gap between technological capabilities and real-world needs, acting as a critical internal advisor who helps align Hexagon's strategies with the evolving demands of public safety.
Expertise Forged in Crisis Management
Christopher’s exceptional talents extend far beyond technological innovation. He has consistently demonstrated mastery in crisis management, effective communication, and complex project coordination; crucial skills honed during roles such as director of fire dispatch operations for the Fire Department of New York (FDNY) and director of 911/PSAP operations for the National Emergency Number Association (NENA). Christopher has applied these same skills in his faith community, serving as an Elder in the Broad Street Presbyterian Church and on multiple committees—including one focused on the future of the church and its programs in the face of external challenges and opportunities.
Shaping Global Standards in Critical Control Rooms
Christopher’s passion also shines brightly in his leadership role with ICCRA. After successfully spearheading its introduction to North America, he now leads the chapter’s strategic growth and contributes to the organization's global leadership team. ICCRA connects critical control professionals from over twenty diverse sectors—from public safety to nuclear energy—fostering collaboration, innovation, and elevating global standards. Christopher’s passion for bringing people together has significantly expanded ICCRA's reach, creating meaningful partnerships and enhancing operational excellence within critical control rooms across North America and beyond.
Mentorship and Lifelong Learning
A dedicated mentor, Christopher takes immense pride in nurturing new leaders, embedding the ethos of collaboration and excellence wherever he goes. His commitment to lifelong learning is underscored by his postgraduate certificate in public and nonprofit leadership from Ohio State University, a master’s degree in public administration and emergency management from Jacksonville State University, and a bachelor’s degree in geography, urban, and regional studies from Ohio State. Additionally, Christopher holds prestigious certifications as an Emergency Number Professional, Certified Center Manager, and Certified Sales Professional.
