Today, as founder and president of EnCor Industries and founder and CEO of Quillify, he stands at the forefront of a new industrial era, one defined by artificial intelligence, domestic manufacturing, and the belief that resourcefulness can outperform capital. He is not simply participating in this shift, he is engineering it, with a precision and confidence that reflects a deep understanding of both systems and outcomes.

 

Wesley’s journey is rooted in a multigenerational legacy of invention and ambition. His grandfather helped pioneer early submarine technology at the Naval Research Lab, while his father developed the first digital rhyming dictionary and incremental search. From a young age, Wesley was surrounded by people who built what did not yet exist. Yet, that legacy also carried the realities of entrepreneurial risk. His family once lived in a 5,000-square-foot home, but during his high school years, they became houseless. These experiences gave him a rare perspective; he has lived both the upside and the consequences of building something from nothing.

 

Most importantly, Wesley is a humble follower of Christ. “If I have done anything important or good in my life, it’s because God paved the way and gave me strength to walk it,” he says. His story is woven through generations, from a Depression-era fruit stand to ambitious digital projects that never found their wings, each chapter reinforcing a belief that resilience, not resources, defines outcomes. In many ways, his personal journey began when he left the Department of Defense to pursue entrepreneurship, stepping fully into a path he believes was always set before him.

 

Over the past decade, Wesley has built AI systems from the ground up across Department of Defense environments and the private sector, developing proprietary algorithms, securing patents, and applying advanced mathematical frameworks to solve problems others deemed impractical or impossible. His background in applied and computational mathematics, paired with a master’s in data science, has enabled him to operate at the intersection of theory and execution. He is known for compressing timelines, eliminating inefficiencies, and delivering results where others stall. The ability to “figure it out” under pressure has become both his signature and his competitive advantage.

 

As a thought leader, Wesley has consistently pushed for the practical adoption of AI across industries. He has worked with enterprise organizations, startups, universities, rural and tribal communities, helping them translate emerging technology into measurable outcomes. His reputation as a speaker reflects this authority; he has been invited to deliver keynotes and workshops at high levels, including becoming one of only four individuals to speak at the council of instruction with the Oklahoma State Regents for Higher Education in its 82-year history. His message is clear and consistent: innovation is not reserved for those with capital; it belongs to those who understand how to leverage what already exists.

 

Quillify: Turning Time Into Opportunity

 

Wesley’s first major entrepreneurial breakthrough came with Quillify, an AI-powered grant writing platform based in Tulsa, Oklahoma. Recognizing that the true barrier to funding is not eligibility but time, he engineered a system that reduces a traditionally 400-hour process into a 40-hour, or even same-day, workflow. Quillify allows users to search a unified database of federal, state, local, and private grants using advanced semantic AI. It then automatically generates high-quality proposals tailored to each opportunity. What once required entire teams and months of effort can now be completed in days. The platform has already facilitated millions of dollars in funding for clients across industries, including nonprofits, municipalities, and top-tier research institutions such as Oklahoma State University, Brigham Young University, and the Osage Nation.

 

EnCor Industries: Redefining American Drone Manufacturing

 

While Quillify established Wesley’s presence in AI-driven innovation, EnCor Industries represents the full realization of his vision at scale. Founded in 2024, EnCor was built in response to a critical gap in the global drone market following restrictions on foreign-made systems; a shift that created a $39 billion problem with no viable, affordable domestic solution. EnCor addresses this gap by producing fully NDAA-compliant autonomous drone platforms at a fraction of the cost of competitors. Its flagship products, the RVN FAFO and RVN Dot, are engineered for scalability, durability, and cross-industry application, serving emergency responders, energy operators, and agricultural businesses alike.

 

Wesley often draws parallels to World War II-era manufacturing, when urgency demanded prompt innovation. Today, as geopolitical tensions increase and supply chain vulnerabilities become more apparent, EnCor is answering a similar call. The company is building a hyperlocal supply chain ecosystem designed to support the production of up to 10,000 drones per month; an ambitious target that aligns with national defense priorities. “We’re the mom-pop, apple pie, true American company from the America’s Heartland,” Wesley says, emphasizing both the company’s roots and its mission to restore domestic manufacturing leadership.

 

From Concept to Execution at Unmatched Speed

 

What sets Wesley apart is not just vision, but execution. One of his most notable achievements came when he went from having no prior experience in drone manufacturing to designing, sourcing, and deploying a fully NDAA-compliant, semi-autonomous drone within three weeks. This ability to move from concept to operational product at extraordinary speed reflects a mastery of systems thinking, supply chain strategy, and applied engineering.

 

Starting EnCor with little more than a 3D printer, a small team of innovators, and near-zero capital, Wesley has scaled the company into a 4,000-square-foot hangar within one of the largest BVLOS testing corridors in the country. Along the way, he has developed partnerships with manufacturing firms, tribal organizations, and key stakeholders ranging from local agencies to international military leaders. These relationships have not only expanded EnCor’s reach, but have positioned it as a catalyst for regional economic development.
